      II.2.4) Description of procurement: The contract covers the scope for the provision of all catering services within the schools, which also includes all hospitality and free issue requirements.
The duration of the contract being offered is for an initial three-year period, with the potential to extend for a further two 12-month periods, commencing on 01 January 2025. This extension will be granted by mutual consent and on the same terms and conditions as the original contract without the right to further extend beyond the full five years.
The contract being offered within this tender will be on a guaranteed performance basis, with an expected profit share of any betterment to the agreed budget. While the Trust will be the principal contracting authority, each School will have its own individual budget for performance analysis and reconciliation.
Currently, the catering services across each of these Schools are outsourced and TUPE is expected to apply. It is anticipated that a number of employees are members of the Local Government Pension Scheme (LGPS) and therefore the successful Supplier will be expected to gain Admitted Body Status (ABS) in order to continue contributing to the scheme. There may be exceptions to this requirement, whereby suitable alternative proposals for service delivery are submitted for consideration by the Trust.
Across the Schools, there are a mixture of production kitchens and delivered services which the successful Supplier will be expected to support through the provision of transportation and staffing. As part of strategic planning, there will be the need to continually assess the ongoing commercial viability of the Primary Schools with onsite catering provisions throughout the contract term. Budget constraints within the Trust mean that, should an alternative, more cost effective solution to the service be available, it is expected that the bidders identify it during the Invitation To Tender (ITT) stage of the project and continuously throughout the contract term.
The Trust is seeking a suitably experienced Supplier who is able to evidence operating within Primary Schools with varying requirements, as well as large Multi Academy Trusts to achieve strategic goals. It is expected that the food standard across each of the locations be consistent with the Supplier’s ‘brand standard’ and Trust expectations.
